Is there anything I can try, or any additional information I can provide?
I'd really like to fix these symptoms - it's a pain to have to fix the panel
every login before I can use it.

The Install button in the list of softwares is inaccessible.
Works perfect in the following manner.
1. Select any of the software.
2. Hit enter.
3. Navigate to the Install Button read as 'Button'.
4. Hit enter.
