can successfully open gdebi-gtk in jammy (without passing a .deb file as
argument), and if the SRU of the other bug gets completed it ought to be
fixed in 21.10

well as maas and pexpect code, it seems to me like this isn't related to
readline, I think the problem is maas is using pexpect without disabling
