There is indeed a public transit bus that goes between Windsor and Detroit. It should work perfectly - catch the bus at one of the stops in Windsor, and it will let you off at the Detroit side of the tunnel, which is within easy walking distance of Hart Plaza (where the DEMF is taking place).
