No it isn't and the album is very different in mood to that record, I've only heard the LP, not The Stand but this is what I've been told. He focussed on the album and will resume doing stuff with Black Flag afterwards, so maybe it will come out after? The album is due out 18 Sept in Australia so I assume that could be the UK date also. US is later via Astralwerks.
