This seems to be a very common misapprehension and I've never quite worked out why - I'd challenge you to find any Surgeon tracks that sound like Mills at all on anything but the most cursory of listens. In fact, when almost every other european techno producer was churning out PurposeMaker by numbers a few years back, he was one of the very few producing interesting, innovative and musical material.
