In the context of the podcast (and the tracks he's talking about) it sounds like he means something more like buildups and breakdowns. In more 'proper' musical terms he's talking about adding layers of instrumentation to increase both the volume level and musical intensity.
In 'proper' musical terminalogy, modulation means changing key signature -- i.e. if a piece of music is in C, it's mostly played on the notes CDEFGAB, if it's in G, G A B C D E F# G, in D, D E F# G A B C# etc. The tracks Ron's talking about don't do that.
