This may not be the best method, but this is what I've done in the past:

Convert the mp3 to a .wav file and then use the resample function in a wave
editor (soundforge, cooledit, wavelab etc.). Just keep on resampling until
its small enough. This is quite a time-consuming process and you lose sound
quality, but its the only thing I could think of when encountered with
exactly the same problem. Of course the only other way is to chop off 16min
:(

If anyone knows a better way, I'd love to hear it cause I've got plenty more
74+min mp3s and nay time.
