I have a general question. I know that 313 is the area code for Detroit, but what is the motive for calling this list 313? Is it because 313 is a palindrome that 'looks cool'. Or is it that the records that were from Detroit had contact info and phone numbers that had 313-xxx-xxxx and someone said "that is another 313 record".
