It is using TinyMCE. The trick to get the html out of the editor is by using a html starting page to open the TinyMCE in a Web Area. This page contains a javascript to set and get the content. 4D Write Pro should also be a good starting point. But I'm missing the import of html to be an easy replacement of TinyMCE.
