in our office, when we use the local internet service provider's DHCP,
we randomly get error #30 when trying to access some large U.S. services such 
as Google.

if we use Google's DHCP 8.8.8.8. the call succeeds.

apparently some ISPs fail to resolve certain foreign domain names.
haven't tried, but maybe you would be successful using an IP address.

Note: HTTP Get supports IPv6.
