Yes, only for 64-bit.

It's intended to be used with 4d V18+.  The Win32API plugin should set the 
background correctly in pervious versions of 4D.

I presume Win64API requires 64 bit client, but I don't know that for sure. Can 
you confirm that? I tried to find documentation or earlier verions in the 
repository, but I haven't mastered GitHub navigation yet.
