The Network Manager applet would seem to be the reason: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=400978 Evolution is trying to be too clever, and work out if you are offline by itself, regardless of what you tell it. Sounds like a case of HAL 9000 syndrome to me :-) If you don't use DHCP on your network, it's best to remove Network Manager: apt-get remove network-manager network-manager-gnome or use Synaptic to do the same.
