As far as I know, the only way to accomplish what you want to do would
be to export the directory listing(s) of the folders from the external
drive into an Excel spread sheet. If she has Excel she can use this
freeware utility to do it:
http://www.howtogeek.com/howto/6071/print-out-or-export-directory-lists-to-ms-word-excel/
Basically, this utility just sends the same directory listing you'd see
in Explorer to Excel, as a text database. Then you can open it and look
at the file names even if the actual files are unavailable. You can
also export it into MS Word, but in Word you wouldn't be able to search
it or otherwise re-arrange the data.

Not sure why she wouldn't just connect the external drive and use
Explorer when she needs to look at the file names or attributes?
As far as I know, you can't view a directory file list unless the actual
files are available and accessible.

Good luck,
Donk
