It's probably easier than you think. Open up Notepad, and type:

Speak "This is what Window-Eyes will say on startup"

Then save that in your users\default directory (just call it startup.vbs). Load 
that as a global script, and you'll hear, "This is what Window-Eyes will say on 
startup" every time Window-Eyes launches.

Because this has been the most important concern of the recent update, we've 
modified the next version to include a general startup option to speak nothing 
at all, "Window-Eyes," or "Window-Eyes" followed by the version number, when 
Window-Eyes starts.

I think that will make everyone happy so that we can move on to bigger and 
better things.
