Why don't you simply make a recording of a .WAV file. Either have your synth
speak into the microphone, or you yourself go ahead and give a message. Save
it as something like MyShutdownNote.wav.
Then go under Controlpanel - or its equivalent under newer versions of
Windows. Under Sound settings, point yourself to the ShutDown command, and
replace the standard Windows shutdown sound, with your newly created sound
file.
From now on, you will never more hear the standard shutdown sound, when
turning off the computer. It will all have been replaced with your message.
By default, Windows gives itself time enough to play the jingle sound of its
standard, so long as you keep your message quite shhort, I don't see timing
would be an issue here. Have it go something like "Shut off the speakers".
Won't take any more time than the standard jingle does.
Shutting down your computer, is none of Window-Eyes' business; rather a job
for the OS itself. Having Window-Eyes give any 'turn off the
speaker'-reminder, is really to ask WE to mess around with something outside
its range. And, again, what if your WE stopped working, and that is why you
had to shutdown your computer? In such a case, WE would not anounce any
reminder, since it had stopped working. The Windows shutdown jingle, or its
replacement, will just about always work. Grin!
