Correct me if I’m wrong, but can’t expression Web V4.0 do this?  And also, 
isn’t there an app for expression?  I think I have it, now that I think about 
it.

I don't have a comprehensive list. If you'd rather hold out for someone to 
write a script to do what you want, then that's fine with me. I'm just saying 
there are solutions today that, while they may not do 100% of the things you 
want, can still be used.

Not sure what you mean by that. There are many accessible HTML editors on the 
market, from basic text editors to WYSIWYG editors, or something like 
DreamWeaver that does both.

Not to say that this shouldn't be done, but there are a host of HTML editors 
out there today that will already do these kinds of macro like things.
