FYI, NoteTab can be set up in precisely the manner Juan was looking for,
and it has always been very accessible. EmEditor is another good tool
which comes to mind.

I don't have a comprehensive list. If you'd rather hold out for someone to
write a script to do what you want, then that's fine with me. I'm just saying
there are solutions today that, while they may not do 100% of the things you
want, can still be used.

Not sure what you mean by that. There are many accessible HTML editors on the
market, from basic text editors to WYSIWYG editors, or something like
DreamWeaver that does both.
