I think a library would be better. So that other people who want to write programs that need ABC parsing can use it. People using ABC already have their own favourite programs; if you provide just one more ABC executable, it'll have to be extraordinarily all-singing, all-dancing, multi-output, etc etc, to persuade people to switch.
