As soon as I have developed the database to a point where I want to begin
having someone else look at it, I generally go to a FE/BE setup.  At this
point I do not expect to have to make changes to the database structure, and
once the tester (or the client) starts entering data, they generally want to
keep the data they have already entered.  If you have not split the database
at this time, then you have to get a copy of their database and tell them
not to do any data changes while you make changes in what should be the
front end.

The book "Database Design for Mere Mortals", while not Access-specific, is a
good reference for designing a normalized database.  You can combine some of
the steps that author goes through in designing the database in conjunction
with the client, but there are good design principles outlined in this book.
