Fred, I figured out the solution and am posting it to the email list so I can find it later. To stop vic from asking for the rtpName and rtpEmail put this in the registry:
HKEY_LOCAL_MACHINE\SOFTWARE\vic\vic\rtpName="..." HKEY_LOCAL_MACHINE\SOFTWARE\vic\vic\rtpEmail="..." With the ... replaced with the appropriate values. It appears this is not necessary on all machines. I think it has something to do with whether you install as the Administrator or not.
