Friends, Sure it is not a new thing for the rank and file of railway authorities to harass the disabled by coming up with arbitrary and ingenuous piece of legislative figments. However, this time, I was told to produce the original blindness certificate issued by civil surgeon along with the certificate for railway concession normally issued, even though the two are signed by literally same doctors. This happened in my recent nagpur visit and under the pretext of a circular demanding the same in wake of increased fraud in availing the said concession. On my demand the said circular was produced for my perusal which I did with the assistance of my sighted wife, but it turned out to be an injunction against accepting certificates by a particular Calcutta based doctor named ravindra XYZ.... who was found issuing fake certificate. Based on this, railway baboos have started demanding original blindness certificates along with railway concession certificates!
Despite my protests, I was issued the ticket as a matter of favor, strictly on the condition that I produce the said original certificate within half an hour. I did not do, of course, as I did not have time even to take up the matter at higher level. Some days ago, I suppose chairman railway board was called to Delhi High court.
