I think Pathakk was very specific in identifying his internet activities and henceforth 1125 MB is still a lot of space to consume and if the connection has been used just for 30 minutes everyday only with text based activities, then there is know question that his connection has either been miss-used by someone or he is bombarded with the fake bills from MTNL. But remember since it involves government agency, the unauthorized user himself/herself could be MTNL's own staff and he should take this issues to the provider at the earliest.
