Hello:

There are no guidelines or rules by the RBI regarding VI's operating
bank a/c's. In fact, it's high time they considering issuing one,
because the number of VI bank users have been on the increase.

Giving the mentioned facilities or denying it, therefore remains the
knowledge or ignorance of the officer you are approaching. The problem
is, one officer may grant these facilities and may get transferred
elsewhere, and if a new officer comes to the branch in which you are
operating you're a/c, he/she may deny all of them at one stroke. No
arguing will do. This is the status as of now.

If possible, all of us can sign a petition demanding the RBI to issue
special guidelines or even a PIL.

Dear friends,
recently I had approached SBI to convert my single user account into a
joint account with my niece. I am a bachelor so I thought I could open a
joint account with any of my relatives or friends. I had also asked for
cheque, ATM and Net Banking facility. But unfortunately none of these
ware met.

What I want to  know is 1. if there is any circular from RBI or any
competent authority about opening bank account Individual or joint by
blind persons, 2. is there any circular to allow or disallow a blind
person from having ATM and Net Banking facility?


I am thinking of sending an e-mail to Chief General Manager SBI about
this incident.
