This is really irritating. There is no procedural unanimity. If the Central
railway issues an i.d. card, will the western railway not recognise it? But
wherever the issue of giving concession comes, the government offices always
make a fus and make you run from pillar to post. Moreover, all the work is
never completed in one turn and you have to visit these offices again and
again. They never clearly tell you what are the different requirements, and
once you reach an office, they will send you back to get something elce. If
you are working, one casual leave is never sufficient. In Maharashtra, just
to get the card of State Transport concession, first you have to go to the
social welfair department of the Zilla Parishad, fill up a form, get the
card, then go to the buss depot to get the stamp and signature of the depot
manager. Here, the treatment given to you is like that of a dog. After
waiting in line for hours together, they declare that the time is over, and
we have to go again in the next wweek. I don't know when the situation will
improve.

Friends,
Today I decided to apply for Railway disabled I card, for this I
approached DRM office cst/vt railway station.
There the person checked my all document and told that the disability
certificate is of Sir JJ Hospital and your concession certificate is from
Worli sea face. So as per your concession certificate you have to go to
Mumbai central Railway station to make the I card.
I went to Mumbai central railway station, as searching the DRM office in
station premises was itself was a Brilliant task of investigation.
I could locate the office after half an hour and again disappointed by the
reply from officer.
He told me that you have to visit CST/VT railway station as your
handicapped certificate is from Sir JJ hospital which does not come under
us. I argued with him that my concession certificate is from Worli NAB, He
replied we are more concerned with disability certificate and we cannot
verify 2 different certificate at 2 different places. I asked what should
I do next? He replied go to Sir JJ hospital and make your Railway
concession certificate.
I followed the instruction and went to JJ hospital and took almost 45
minutes to locate the eye department. Over there I came to know that the
time for case paper is only up to 11:30 am. I asked I just want to make
railway concession certificate and I have a disability certificate issued
by the same hospital.
They replied go to clerk office and get the information. Again the task of
locating the clerk office was as difficult as searching diamond from coal
mine, I completed this task within 25 minutes.
In clerk office I was told that we don't have concession certificate
format so go to CST railway station or take the printout online and after
filling the form get here to certify.
By this time my energy was completely exhausted and I decided to go back
to my office.
