I rmember there is a circular regarding this. even i am of the same opinion that no such kind of relaxation or
exemptions to be considered which compromises or affect on the
productivity of the organisation. since i myself is not in favor of
such unreasonable provisions, i have already replied about not having
existence of such GR in my knowledge. still I  recall that there was
similar discussions on the list while commenting on one of the thread
in which this relaxation was discussed.

this was rejected, there is no such order in DOPT or in Government of
