Hi Srini
This comes under Defacing of notes, it  holds good for all notes including Rs. 
2000. In practice, these notes gets circulated easily and if there is any 
problem, it can be exchanged at any banks. Again, this holds good for damaged 
and mutilated notes too.
This is taken care in RBI's note refund rules.

Hello all,
Today, I was talking to an official at HDFC about what if a blind person 
unknowingly acquire a 2000 INR note from someone that has some writings?
Because As per RBI, nothing should be written on the new notes and if there are 
any such writings, note will become invalid. Official told me in such a 
situation, blind consumers can exchange those notes in the bank; though there 
is no official notification as such to this effect, but they do help 
understanding the situation.
