Going by the email address of the sender, I can say that I know Shobhan personally and he is not sighted. If he has recently got his sight back and that's what he has communicated to Nirmal, then Nirmal should immediately clarify to avoid any dangerous miscommunication.
Apart from this, the communication about the camp has been misinforming right from the beginning. If the camp is going to provide treatment to people with visual impairment, then the communication should have specified it as a treatment camp and not a training camp. Hope the intentions are good, but the way things are unfolding hints at something downrightly unethical. Regards.
