Send an email to the manager on the official ID.

Let the manager put in writing why he is not providing all the services. In 
case he does not respond, do send a couple of reminder mails and later you can 
lodge a complaint with Banking Ombudsman of RBI.

It is necessary to have it documented.

Personally visited the branch and shown the sirculars from the Indian banks 
associations and reserve bank of india. But, we failed to convince him.

Geting in touch with Customercare of any bank in this regard would not be of 
any help.

Ask your friend to visit the base branch to resolve the issue and produce all 
the relevant circulars in front of the senior officials.
If the problem still persists, do contact me and we will solve this issue.
