JAWS pretty much supports it. Do the following:

1. Press control+T and you will be presented with your contact list.
2. Press control+tab and you will see an edit box asking for the mobile 
number. type the number in the format: +919899929345. You should follow the 
exact format and press enter. Please note that the pluss sign is very 
important. Wait for a few seconds and the edit box will appear again.
3. Type the message and press enter. That's it.
