This year the budget discussions started mid November 2019 with stake holders. 
NCPEDP must have sent it mid December 2019. We as stake holders need to make 
our voices heard early in the discussion phase. 
It is not a state secret that budget will come out on 1st February 2020 and 
therefore we should start preparing early.
I  think others can send their lists of wants too  as soon as possible. However 
I think it may be a wee bit too late. 
Lets hope next year this discussion is in October. 

Now the discussion should move to State elections and Census apart from 
Sustainable Development Goals and comments of the CRPD committee. We can also 
start looking at CEDAW and CRC-convention on women and convention on rights of 
children.

I'm just curious to know that any organisation/individuals concerned with 
disability issues sending in suggestions to Nirmala Sitharaman for the Feb 1 
2020 presentation?
We often express dismay post presentation when we find nothing substantial for 
us in the budget. Indian economy is going through a very turbilant times, 
statistics say. Better we also create buzz around our concerns before it is too 
late.
