Hi,
the term you are referring to here is based on architecture of a processor.
arm 64 is an arm architecture which supports 64 bit processing(generally
used in AMD radon processors)  at a time whereas just 64bit(according to
your question) might be using some different architecture but it is also
capable of processing 64bits at a time.
This is a little technical stuffs generally taught in subjects like
computer organization and architecture.
your question's simple answer would be they might be 2 different
architecture capable of processing 64bits at a particular time.
