Hi Vikas I am unsure wether you would find my suggestion outrageous, however, having gone so far there is one more thing that you can do. Maybe it may not result in getting your handset back, nevertheless, you would be instrumental in streamlining a system.
A few days later, you can file a PIL seeking specific questions from the police department. I suppose the police department is covered under PIL. 1 Wether they have and when informed all the cellular opperators your IMEI numberas lost / stolen? 2) Details of their manual provisionsin the methods and process finding stolen phone sets. 3) The process of reporting stolen / lost IMEI number when such a set is found operating in the network 4) What are the guidelines issued to cellular operators to track sets stolen / lost operating in their network 5) Statistics from the operators arround Delhi in which handsets were traced with the data provided by the cellular operator in the last 6 months. Based on the reply, you can decide the next step to take, wether you think TRAI too should also strengthen systems which will facilitate tracking of lost phones. As a system of locking stolen phone may still be technically possible as given in the mail, however, operationally it may not be working out is the bitter truth of life.
