Because the + and - are the operators for next and previous page which can
be used in go to dialog, and the command ctrl + Page up  and down are for
next and previous instances of whatever you looked in your last action. So
when you move to next / previous page and then using the ctrl + page up and
down command would move between pages.

Great!  It's working.
In fact, it's an intriguing solution to the problem.  I don't
understand the logic behind this.
In the first place, how does this typing of + or - get rid of this problem?
Secondly, why won't it work when in the first page?
