Admittedly, Narrator's accent is not the most understandable of them
all;  although it is certainly not as poor as you made it out to be.
As I said, you cant generalize just based on your experience and say
that a software is poor. Many even find JAWS's accent difficult to
understand, but that does not mean JAWS speaks some gibberish; so with
NVDA where Espeak's accent is difficult to understand. Moreover,
Microsoft Sam (the mail voice which you would likely have heard) is
not the only voice in Narrator. There are other voices too.
Your generalizations are personal and circumstantial, and not
necessarily true with all people and not at all times. A bit more
trying, you might understand Narator is not as bad as you think...
