Thanking all for various suggestions, I have found that putting a battery 
operated radio, when placed in proximity of a LCD monitor, makes a peculiar 
sound when monitor is on.
It works for me.
I have not used vOICe, though.

How can we verify in a desktop, whether the monitor is turned off or on/?
For those perceiving monitor light, it may not be a problem, but for us, 
totally blind, it is a challenge.
