Should there be no monitory help from the employer?
What Law or past judgments or any circular say on this? 
Or Income tax rebate for disabled is there because to bear such cost?

Yes, it is his responsibility to evaluate exam papers of his subject.
We, in Delhi, evaluate our exam papers with the help of sighted persons and
pay the costs. But school authorities can't force him to appoint any person
of their choice for that purpose.
