That's exactly what I was talking about.
Because it is unusual in west to have one's photo on the credit card, and 
because pins are confined to ATM withdrawal, it is assumed to be sacrosanct 
here as well, and even high level committees  would not adopt anything 
different......

I’m not sure if this is what you are talking about. Here in the US,
I know that Bank of America offers a service whereby customers can put their
photo on their credit card for extra security. So, when you use your credit
card to pay for something, they can see whether the photo on the card is you.
However, I think having your photo on your credit card is really unusual. Most
businesses just trust you, or just ask for a photo ID card. Credit cards in the
US also have PINs, but they are only used when borrowing money from the card at
the ATM.

Now, the tragedy of the story is as follows.
Firstly, photo credit cards should be issued for all and not only for blind.
I had suggested this to RBI committee about four years back, along with the 
suggestion that a PIN like ATM debit card be also prescribed for credit cards 
which the customer should be   able to change.

However, said suggestions did not find favor, supposedly due to the fact no 
such things are done in western countries for credit cards and so, Monkeys that 
we are, would not be able to implement all these things.
I am glad in your case they at least gave photo card.
Secondly, this individual victory would not be translated into general practice 
across the banks BY DEFAULT.
Such is the system here that everyone has to wage  a lonely crusade to AVAIL 
the due rights.

Interestingly enough RBI has issued an advisory making various ombudsman 
directives as general directives to banks. But this practice of giving photo 
credit cards to VI, if otherwise eligible,    would BE so made at a future 
date, I am not sure.

Hello all,

This Circular is a result of a 6 months long crusade held between PNB,
and banking ombudsman. Last year I filed a complaint with RBI banking
ombudsman office.
In March 2010 PNB communicated through a letter to me that they will
come out with a policy on the subject matter till 31st may.

Last month PNB communicated through a letter to collect a global
credit card, and requested to close the complaint from  BO office.
This credit card is similar to a normal VISA card but an additional
feature is that they have prefixed my passport size photograph on the
card.
The amazing part of the story is that card has been issued to me on
thumb impression.

PNB has provided me with all the banking services, internet banking,
debit card, and now this credit card, but all of the products took
more than a year to be issued as all of the times I had to nock the
dors of reserve bank .

I am relief to know that now PNB has come out with a circular and
fulfilled its commitment to banking ombudsman.
