Hi Krishnan,

I don't know how it is done in state governments.  But in banks, 3% means 3%
of the total vacancies.  For example, if SBI is recruiting 100 at the
clerical cadre, 3 posts are reserved for PWD, 1 each for HH, VH and O H.
