Once with UGC NET and almost a year back with kerala PSC. In the latter case, the person who came to assist me was completely drunk. and i had to request the exam authorities to replace him which they did. But not before a war of words and threatening from the drunken man. the whole situation can dampen ones spirit and confidence.
