ofcourse, VC can have a car in his own name. there is no circular required
for it. sometimes we make ourselves complicated with demanding circulars for
each and every subject.

Well, Let me ask why do you a require a circular to say that a VI can own
a car?
Has it been prohibited somewhere in black and white?
We should not rely on circulars or guidelines to have our common rights,
and counter baseless prejudices of the folk.
VI can own anything, which is own-able....
And, of course, we can appoint a driver or appoint or ask anybody with a
valid driving license to drive our vehicle.
Owning and operating a thing are two different things and we should not
confusing them.
But, yes, I do not support giving driving license to VI unless driving
becomes a non visual activity in the true sense of the term, which I think
is not going to happen in near future.

To my understanding a VI can register car on his name in RTO, but the said
guidelines / circular is not with me. As far as question of driving is
concerned, then VI becomes the owner and other person drives for him who
should of course have driving license.
