Initially, I did purchased two wheelers in my name and registered with
r.t.o. I did not faced any problem. Recently, when I purchased the
four wheeler I was denied to own the four wheeler and was not getting
the permission from r.t.o. as I could not produce any valid driving
licence on the demand of RTO office.

I do know that it is not mandatory that the person owning the vehicle
must have the driving licence and can hire the driver who has of
course has valid licence. Previously, I owned two wheeler and I had my
family member to drive the said vehicle and had valid licence. Do not
know why this time RTO officials were insisting me to show first valid
driving licence but after my long explaination to make them understand
about the fact that I shall have driver for my four wheeler with valid
driving licence only  after this vehicle is been registered in my
name. Because if I own this vehicle then only I can have someone
appointed to make use of this vehicle.

I may be wrong but this is what I had to face and shared on this threat.

To my understanding a VI can register car on his name in RTO, but the said
guidelines / circular is not with me. As far as question of driving is
concerned, then VI becomes the owner and other person drives for him who
should of course have driving license.
