Your concern is valid. But Railways is fearing in allowing e-ticket concessions due to the fact that still there are cases of fake concessions used by people. However, needless to say that all this can be sorted out with the proper guidelines in place. Would like to inform you that even on the new ticketing portal of Indian Railways, (which was designed after the budget announcement of Banarji by Central Railways Information Commission System), same policy of no concession except senior citizens has been adopted for e-tickets. For senior citizens it is easy because they can just carry the age proof. But in case of disability the problem of renewal will continue at least for partially disabled people, due to the changing nature of their disability. For those who are completely disabled, disability I-card can be a good option which is issued by social welfare department, however it is pathetic to go and get that card from the department due to the attitude of people sitting there (this applies at least to Mumbai). As of now there seems to be no solution because even UID had to drop the inclusion of disability due to objections from community. Lets be hopeful of change in the approach of Railways towards this issue. If you desire, then drop an email to all concerned officials. Understand from your below mail that, only because of original concession certificate verification we (VI) Can't book our own tickets thru internet.

Senior citizens - how they are booking their tickets thru internet with out submitting or verification of their original age proof document.
My concern is why this same rule not apply for VI people.

to get the railway ticket, a V C person needs to produce concession
certificate and the same should be verified and approved by the ticket
issuing athorities.  How can we show the same through i r ctc?
ofcourse we can scan the same and upload but railway athorities did not
provide such fecility.  we have been demanding for such fecility since four
years.

Why we can't book the concession tickets, is there any specific reasons /
guide lines for indian railways, can some one from us approach higher
authorities of IR.

Even senior citizens can book their tickets thru internet and they will
provide the  original documents while the time of journey.
Why the same process will not apply for VI people or any other PWD.
