Could not understand your problem appropriately, a step by step explanation may help. Perhaps, a gues solution may help you: the hot keys work irrespective of the minimized state of the ribbons. but, when the ribbons are not in the minimised state you need to navigate to the particular command that you want to use to with TAB or ARROWS to listen to the hot key. another reason that you are not able to listen to the hot keys could be that by mistake you would have turned off the announcement of hot keys in Excel through JAWS settings.
