here is the draft of the petition to be submitted to the UGC chair
person for forming a comprehensive examination writing policy for all
disableds.
kindly express your suggestions and views soonest so that same can be
forwarded to the UGC after including all the necessary suggestions and
recommendations

Draft for the UGC net examination writing policy

Facilities specified in the Document will include the following
categories of students:

R si. no. Category Facilities to be provided
(a) Students with Visual Disabilities. Writer/computers
With Extra Time, as per rule.
(b) Students with low vision. Writer/computers (If the permanent
disability of the student may be a hindrance in his/her ability to
write the Examination).
Extra Time, as per rule (Where the facility of writer/computers is
availed or his disability may be a hindrance in his/her ability to
write the Examination).
Question papers in enlarged print (Photocopy).

(c) Students with orthopedic disability. Writer (If the candidate is
unable to write his/her examinations himself/herself).
Extra Time, as per rule (Where the facility of writer is availed or
his disability may be a hindrance in his/her ability to write the
Examination).

(d) Students with cerebral palsy and other brain related ailments that
demand support system. Writer (If the candidate is unable to write
his/her examinations himself/herself).
Extra Time, as per rule (Where the facility of writer is availed or
his disability may be a hindrance in his/her ability to write the
Examination).

(e) Students with hearing or speech impairment. A sign interpreter.













The Above table has taken its direction from the Delhi University
examination writing policy. This is also to bring to your notice that
the quoted writing policy has already been approved and implemented by
the University of Delhi.




Following details should be born in mind while drafting a fresh UGC
net examination writing policy.


Students, who need writer/scribe/interpreter in any of the categories
mentioned above, may arrange for their own writers, scribes,
interpreters as the case may be. Scribes from the same stream and the
same subject must be allowed considering that some subjects like
[Music, Sanskrit and Philosophy etc]. which have their own specific
symbolic language and can only be comprehended by the skilled
practitioners of these subjects. {it is to be noted that the existing
guidelines for the scribe don’t permit to the examinee to bring
his/her scribe along}.
In case they are unable to do so, the coordinator of the Examination
Centre would provide the same on receipt of written request from the
candidate at least 7 days prior to the commencement of the examination
A writers’ bank must be created at each examination centre, for the
purpose of a ready availability of writers. The candidate must be
given an opportunity to satisfy himself/herself about the writer’s
ability to take dictation from the candidate. If the candidate is not
satisfied with The scribe, he must be provided an alternative. Scribes
must be provided pre-examination traning at least 2 or 3 days before
by the centre. It must be ensured that the medium of the candidate is
taken into account while allocating the scribe, moreover, the scribe
must be fluent at reading and writing.
The fee for the writer, scribe, interpreter and Invigilator is to be
borne by the University grant commission, for which the minimum fee
must be rs. 1000.
If required, each examination centre must arrange for a sign language
interpreter for the candidates with hearing/speech impairment. The
Interpreter should be available for the entire duration of the
examination and must be payed similar to the scribes.
The candidates having disability which is a hindrance in his/her
ability in writing may be allowed to write their examinations on
computer/laptop with the help of relevant and disabled friendly
softwares. The above mentioned arrangements must be done by the center
where the candidate is likely to take his/her exam before the
commencement of the examination. How ever, the disable candidate must
send the request to the concerned center at least a week before. To
enable a person with blindness or low vision to write his/her own
examination using a computer, following need to be provided by the
examination centre to the candidate:
A A computer loaded with Screen reading software and Screen
Magnification software.
The configuration of the computer should not be less than the
installation requirements of the screen reading software and screen
magnification software.
The computer must have functional sound card.
A headset needs to be provided to the user. Candidates should be
allowed to bring their own simple headsets.
The computer needs to be completely free of vires.
A Word Processing software needs to be provided on the computer.
The candidate should be allowed to bring their own keyboard that could
be attached to the computer at the examination centre.
The candidate should be able to use their preferred assistive
technology on the computer provided by the examination centre. If the
examination centre is not able to provide the assistive technology
preferred by the candidate, the candidate should be allowed to bring
his/her own assistive technology. This may be installed by the
designated person by the examination centre at least one day prior to
the examination.
UPS /invertors for back up support must be installed and connected at
the centre. Enough power back-up needs to be provided for the
examination centre.
Two printers may be kept for taking the final print-outs of the answer
sheets. Assistance to take printout of the answer sheet need to be
provided by the examination centre.
The candidates should be allowed to check the computer system on the
day before the examination so that they can familiarize themselves
with the computer and assistive technology installed on them. They
should be allowed to make necessary configurations in the assistive
softwares and the user interface if they feel that it will increase
their efficiency. If the candidate is not happy with the functioning
of the computer then he/she should be allowed to check another
computer system.


The sitting arrangements for persons with locomotors disabilities must
be on the ground floor, in an accessible building equipped with
disabled friendly toilets as far as possible.
The copy of the guidelines should be in both the languages i.e. Hindi
and English and must be sent along with the admit cards.
Provision of the extra time allocation must be clearly specified for
eg. 30 mins. For the 1st paper, 30 mins. For the second paper and 45
mins. For the third paper.
The coordinator must abide by the rules and be sensitive towards the
disabled candidates. In case if he is found guilty of violation,
strict action must be taken against him.
Separate sitting arrangements must be made for the scribe users in
order to avoid disturbance.
As per the norms, single invigilator to be deployed for each disabled
candidate in order to stop the use of the unfair means.
It must be ensured by the centre that the examination hall allocated
to the disabled candidate in all the possible ways must be close to
the residential address filled up by the candidate in the form.
Even in case of temporary disability [accendental[, candidate must be
allowed to avail the facility of the scribe along with the provision
of extra time. In such case, the candidate will have to inform the
centre before the commencement of the exam.
Besides, further specific arrangements must also be made if and when
situation demands.
