I've used HP's elitebook earlier and probook currently. And also Dell Inspiron. The function keys behave quite normal. Generally additional functionality like switching on/off wifi, altering screen brightness, etc are assigned to the function keys when pressed with the fn key near the CTRL key. I don't think that the manufacturers tamper with the normal behavior of general purpose keys on the keyboard.
