About which teacher you are talking? R u talking about primary school
teacher? Whatever it may be they can not refuse to appoint. High court
will distruct their arbitrary decision, in other states in primary
school blind teachers are working well. You will have to find out any
judgement from other high courts and better if from supreme court.

1. Black board working, 2. Checking the note books and homework, 3.
conduct
the discipline of the class rooms. 4. examination work. like:
supervision,
papers checking, preparing the result etc.
Please give concrete suggestions to putting before the court.
