yes syed, moreover, the banks frequently change their options system as a part of their policies and technical changes. so, it is risky to try that method even in known ATMs. I never tried it. what if you go alone to try this and the machine is of swallowing type and not of swiping type? you cannot even eject your card back. it is not advisable to play with financial systems. they are dangerous. and such an incident if reported, will be a capital for these anti disabled banks to build up stories to deny facilities to blind.

regarding talking ATMs, I am really not understanding what is the case. as you said, I also think it is not at all a big issue to install an application and a headphone jack. even CCPD has given the judgment for the same. but why it is not implemented is a question of million dollars. the learned members can enlighten regarding this. I think it is only the reluctance of these banks that has stopped this to happen.

@Umesha - yes that's one of the drawbacks of memorising. Last week I used my
Citibank mastercard debit card to withdraw some cash at a HDFC ATM, but
after several tries I was unable to complete my transaction. I tried to
eject and reinsert the card again and again but I couldn't withdraw the
cash. Fortunately I had my dad with me and he helped me out. He told me that
just after entering the password, the machine is displaying the message -
"dear customer, RS 200/- will be charged per transaction if this card is
used outside India"
So basically, I had to press OK to bypass the message which I did not expect
because I had not anticipated the occurance of that message. Having said
that, as per the information provided in Wikipedia about ATMs, I remember
reading somewhere within that article that ATMs are driven by a computer
inside the vault, and many ATMs are based on Windows platform. If the
information given there is accurate, then isn't it possible for ATM vendors
to make the ATM application accessible and then install at least NVDA and
provide a 3.5 mm audio jack where the blind can operate the ATMs using a
headphone?

Quoting the para found in the article I'm talking about on Wikipedia -

Today the vast majority of ATMs worldwide use a
Microsoft
Windows OS, primarily
Windows XP Professional
or
Windows XP Embedded.
A small number of deployments may still be running older versions of Windows
OS such as
Windows NT,
Windows CE,
or
Windows 2000.

I use the card for online payments,
I have also used the talking ATM two years ago, that was not pretty
accessible that time.

I find it quite useful to memmorise keys / menu sequence of
withdrawing cash in those ATM machines which I frequently happen to
access. As per my experience, all ATM machines asked for the password
just after inserting the card.
And one more thing what I've observed is ATM machines have a key
marked "X"
in capital letter. This key when pressed will eject the debit card
out which has been of some help whenever I failed to remember the
menu sequence while transacting. Yes happens with me sometimes when
my memory eludes me.
