No surprise.
Maharashtra is notorious for its arbitrariness in disability matters.
Here in Nagpur, issuance of certificates has been suspended at least for last 
three months due to some bureaucratic rangling.

They can surely approach CCPD.
Mind you, CCPD and not state commissioner for Maharashtra, as I don't think he 
would solve the matter or solve it speedily enough.

DEAR ALL<
THERE ARE TWO RP guys from Bhusaval who have lost between seventy and
eighty percent vision.
They have approached Halgoan civil hospital for disability
certificates but have been refused on the ground that they cannot be
given one till they are hundred percent blind.

Because of this they had to leave studies as they could not avail of
any concessions like writers and extra time.
Please advise how they can be helped.
