Thanks for all the suggestions. But
 These guys had come to JJ hospital Mumbai, after being refused at
Jalgoan Civil hospital, and they were redirected back. Matter of
jurisdiction was the reason given.

What is the  disability  upon which a certificate has to be given?

Does this vary from state to state or hospital to hospital?

These guys, due to their economic and educational background, are not
in a position to forcefully argue with the hospital authorities. Hence
if the relevant portions of the PWD act etc can be given it will help
them a lot.
