In the old school of thought, there are some expert watch makers who undertake servicing of clocks and antique watches. Depending on where you are staying, try asking around if anyone knows one such watch maker. Mind you, they will get it running but can't promise on the parts being available. They might have to replace some original parts with other watches or clocks to get the piece working again.
